There are many types of planning application and several administrative processes to assess and decide the planning application at a the local (or council) level . Only some application types and processes allow consultation with neighbours, local residents and other interested parties.

There are 3 main administrative processes to decide a planning application:-

General Permitted Development Order (GPDO)

• This is a low-cost, fast-track process available for ground floor extensions to residential properties.
• These are relatively recent being established in 2013.  
• (Curiously,) a GPDO can also include the full demolish and rebuild to achieve the ground floor extension.  
• Only the immediate neighbours (sharing a boundary fence) are able to comment on a GPDO application and they have only 21 days to make any comments.
• In the absence of any objections from the immediate neighbours (and on the basis that application falls within the GPDO rules) the council has no option but to “grant” planning permission.
