Outline, full, technical changes, reserved matters, change of use, or commercial applications, Advertising:-
- All these follow broadly the same path – they are open to consultation for a minimum period of 28 days.
- The council will typically take a minimum of 6 weeks to assess the application (much longer for the larger and more complex proposals, or those that need environmental impact analysis). The council will receive and review any comments right up to time when the decision is made
- This is the default type if the fast track processes are not applicable
- The application will need to be clear in terms of what permission it seeks
- The level of detail in the documentation and what supporting reports are provided will be appropriate to the size, location, design and use that is being proposed. In most cases the submission will include:-
- Design Statement (also called a Planning Statement or Design & Access Statement)
- Site location plan
- Block plan
- Other documents that can be included where appropriate are:-
- Plans and elevations (may also separate existing and proposed plans)
- Cross-sections (Used when the proposal is set into a slope)
- Street scenes (The view from the street, or potentially neighbouring properties)
- Planting plans
- Schedule of materials (Provides the proposed colour and texture of all external surfaces)
- Topology
- Aborticultural survey (identification, classification in terms of quality and location of all trees)
- Ecological survey (audit for wildlife including birds, deer, foxes badgers, bats, reptiles) that may be in or be close to the site
- Environmental (BREEAM) survey (environmental impact analysis)
- Transport assessment (accessibility to public transport)
- Traffic movement report (analysis of the extra traffic movements that may result from the proposal)
- Visual splays (views that will be available drivers of cars as they exit the site)
- Swept path analysis (how cars will be able to move onto, around the site and to show that they can enter/exit in a forward gear)
- Energy statement (expected energy demand and renewable energy options considered/implemented)
- Drainage assessments
- Landscaping
- Root protection plans (how TPO tree roots will be protected during the building phase)
- Statements from interested bodies such as Natural England, English Heritage
- Neighbour Consultation Statement
- Should the owner fail to gain planning permission then they will have 6 months to appeal from the date the decision was published. And/or they could submit further planning applications.
For completeness there are also applications to accommodate liquor and entertainment licences
- These apply to venues that seek to sell alcohol and/or provide music entertainment whether it is live or pre-recorded.
