In summary


The planning system is not suitable for resolving disputes related to covenants.  


Covenants will rarely prevent an unwanted planning proposal from gaining planning permission and can only be enforced via the courts.


Covenants can be used to change a behaviour if the beneficiary can be identified, AND someone is willing to take enforcement action and suffer the resulting costs (whether they win or loose).
