At # 2 – The prize for the biggest bullsh*t colour report

The planning proposal involved demolishing a manner house at the end of a cul-de-sac and then build 6 houses with an associated access road. Residents around the site were very concerned about noise, dust, parking and the movements of big lorries during the build.

To assuage the fears of the local residents a “Construction Method Statement (CMS)” was made a condition of planning permission.  The developer provided the CMS and this was subsequently approval by the council. The CMS consisted of 35 glossy pages on how they were a considerate developer. It showed in excellent detail how for this particular project the developer would:

• Set-up liaison with the residents, a complaints procedure and emergency contact numbers
• How they would use water hoses to minimise the dust levels during demolition
• Large lorries would stay at the entrance to the cul-de-sac with small trucks and vans used to bring  materials in and out of the site.
• Any cars brought to the area by the builders will be parked within the site so they will not be parked on any of the public roads
• Working hours would be limited to Monday to Friday (8am to 6pm), and Saturday (9am to 1pm) with no working on Sundays or public holidays.

The council and the neighbours were very comforted by the report.  

Needless to say that when work commenced, the CMS was completely ignored. The developer implemented performance penalties on the various building contractors. Once the contractors started work they allowed nothing to stop them completing it quickly. They were the builders from hell. They had 24-tonne lorries driving down the cul-de-sac and damaging neighbours’ driveways and verges as they turned into the site. Whenever they had daylight they were working, the limited street parking was taken by the builders, a feeble attempt was made to minimise dust and the liaison achieved nothing.
