Previously London councils tended to accept (and advise developers) that there should be no more than the maximum on-site parking space as stated by TfL.

Reasons for restricted on-street parking may include:-

The council may also consider and implement measures to alleviate the level of on-street parking. This might include parking restrictions such as yellow lines, pay & display bays or  parking permits.

It is too early to properly understand how the 2015 TfL revision will be translated into new site design and planning approvals.
